Governing AI in Military Systems from the Bottom Up: Practices to Sustain Human Agency
Abstract: This talk explores best practices that contribute to sustaining and strengthening the exercise of human agency across the lifecycle of AI systems in the military domain. It is based on the findings of the European Research Council-funded AutoPractices project, which aims to accompany a process of social innovation to govern AI technologies in military systems from the bottom up. The talk first examines the state of global governance of AI in defence, as well as discussions about the exercise of human agency in warfare. It then outlines the objectives of the AutoPractices project and the process that it followed towards creating, together with stakeholders from across disciplines and regions of the world, a toolkit of best practices for policymakers, developers, and users of military AI systems. Finally, it presents the main findings, namely sets of practices that can be implemented across various stages of the AI lifecycle, including pre-development, design, procurement, testing, use, and post-use of AI systems .
Short bio: Dr Anna Nadibaidze is a Postdoctoral Researcher in International Politics at the Center for War Studies, University of Southern Denmark (SDU). She holds a PhD in Political Science from SDU, an MSc in International Relations from the London School of Economics, and a BA in Political Science from McGill University. Her research focuses on military applications of AI technologies and their implications for international security, as well as global AI governance. Her work has been published in journals such as Contemporary Security Policy, European Journal of International Security, Ethics and Information Technology, and Big Data & Society, among others.
